Zoning and Subdivision Ordinances


All land within the City Limits is zoned into various residential and business districts.

Zoning covers permitted uses for each zone, minimum development standards (ie, lot size, set-backs, height limits, building coverage, impervious coverage, parking, accessory uses, home occupation, etc.) and general administrative procedures. As required by Texas State Law, requests for zoning changes must be heard by the Planning and Zoning Commission and approved by City Council.

  • Zoning Ordinance 1404 This ordinance repeals and replaces any previous Zoning Ordinance.
  • Re-zoning application Use of the application applies when a property owner wishes to request consideration for re-zoning of property located within the St. Hedwig City Limits. A non-refundable $75.00 fee is required at time of application submittal. Please read the instruction sheet for more information.

All Land to be subdivided or re-subdivided within the City is subject to the Subdivision Ordinance. Subdivision Plats are submitted to the City Planning and Zoning Commission for approval. The One Half Mile Extraterritorial Jurisdiction (ETJ) of the City subdivisions are under the authority of Bexar County.
